Danger of agreeing on the divorce bill

50 billion Euro deal mandates the UK to pay for an uncertainty that is yet to be negotiated. This 50 billion Euro could have been put into the NHS and to fund pressing housing problem throughout the country. While the Commission has asked for the divorce bill first before starting any talks, it is unfair for the UK to pay for it without guarantee of a substantial agreement on the actual deal. It is risky to put 50 billion Euro on the negotiating table so soon already as the Commission can always ask for more money as a blackmail or threat not to reach any agreements later on. To make a contract effective, it is essential for both parties to know what the benefits and trade-off the deal contains.
